Gurgaon circle rates 2026-27: what changed, where to check, and the trap in buying below them
The circle rate is the government's floor, not a valuation of your home. Here's what the 1 April 2026 revision actually did, how to look yours up on the official portal, and why paying under the circle rate creates a tax bill for the buyer.
A circle rate is the minimum value the government will let a property be registered at. It is not what your home is worth.
Also called the collector rate or ready-reckoner rate, it exists for one reason: to stop people declaring a ₹3 crore sale as a ₹1 crore sale to dodge stamp duty. Stamp duty is charged on the HIGHER of the circle rate or the price actually written into the deed — so the rate sets a floor under the tax, not a ceiling on the price.
Buyers routinely misread it in both directions. Some treat a low circle rate as proof they are overpaying. Others treat a high one as official validation of an asking price. Neither is true. The circle rate is a tax benchmark set by the district administration, revised periodically, and often lagging the market by years — which is exactly why it keeps getting revised upward.
If you are reading a 2025 circle-rate article, it is out of date
Gurugram has revised collector rates three times since the end of 2024: effective 1 December 2024, then 1 August 2025, and again effective 1 April 2026. The rates operative today are the 2026-27 set.
A lot of property blogs are still quoting the 2025 numbers — and some are quoting the 2026 numbers wrongly. Always pull the figure from the district's own document, not from an article (this one included).
What the 1 April 2026 revision did
Figures below are read directly from the Gurugram district collector-rate document for 2026-27. Residential rates, ₹ per square yard, for the sectors the government lists individually.

Roughly half of all listed areas were left unchanged at 0%, while high-growth pockets moved 30–75%. These are government tax benchmarks per square yard of land — not flat prices and not Villow valuations.
For flats, the rate that actually applies to you
Group-housing and flat rates are published separately, in ₹ per square foot. This is the number most apartment buyers need.

The trap: buying below circle rate taxes the BUYER
If you register a property below its circle rate, the shortfall is treated as income in YOUR hands — the buyer's — and taxed as income from other sources. The seller gets a mirror-image problem on capital gains.
There is a tolerance band: the rule only bites when the gap exceeds the higher of ₹50,000 or 10% of the consideration. Note that the citation changed this year — the Income-tax Act 2025 came into force on 1 April 2026, and the provision is now Section 92(2)(m)(ii); the old Section 56(2)(x) of the 1961 Act is its historical equivalent.
One number you may still see quoted is a 20% tolerance band. That was a temporary COVID relief for residential units, valid only between 12 November 2020 and 30 June 2021. It has expired. The band is 10%.
How to check the circle rate for a specific property

1 · Open the official Haryana portal
Go to jamabandi.nic.in and follow Property Registration → Collector Rates. You will need the district, tehsil, period and village, plus a captcha.

2 · Or pull the district PDF for sector-level detail
The Gurugram district site publishes the full signed rate document. It is more granular than the portal for sector and group-housing rates — but check you have opened the 2026-27 file, not an older one still sitting on the index page.

3 · Match the right tehsil
Gurugram district spans several tehsils. DLF phases and the Golf Course Road stretch sit under Wazirabad and Badshahpur, not Gurugram tehsil — pull the correct document or you will read the wrong table.

4 · Compare it to the asking price
Now you have two facts side by side: what the government says the floor is, and what the seller is asking. The gap between them is a question to ask, not an answer in itself.

The gap between circle rate and market price — and why we won't put a number on it
The honest answer is that no credible published research quantifies the Gurgaon circle-rate-to-market gap. Every figure we found circulating was either unsourced or traceable back to a broker blog with no methodology.
What we can say is directional and comes from the government itself: the stated purpose of the 2026-27 revision was to narrow the distance between official valuations and actual transaction values, and the size of the hikes — 30% to 75% in the fastest-moving pockets, 0% in the flat ones — is the best available proxy for how far behind each micro-market had drifted. A sector revised 60% was further behind than one left unchanged.
So use the circle rate as one of two facts you can actually verify about a property, alongside its RERA registration. It tells you what the state thinks the floor is. It does not tell you whether the asking price is fair.
Why we publish the circle rate on every listing

Before you agree a price
- Circle rate pulled from the official portal or district PDF — 2026-27 edition
- Correct tehsil confirmed (Gurugram / Wazirabad / Badshahpur)
- For a flat: the group-housing ₹/sq ft rate, not the ₹/sq yd land rate
- Stamp duty calculated on the HIGHER of circle rate and agreed price
- Agreed price is not more than 10% below circle rate (or you inherit a tax bill)
- Asking price compared against the circle rate as a question, not as validation
The circle rate is a floor for tax. It is not a valuation, and it is not a discount signal.
