What buying a flat in Gurgaon actually costs: stamp duty, registration, GST and the add-ons

The rate on the brochure is the smallest number you will pay. Here's the full statutory bill — with a worked example on a ₹2 crore flat — and the builder charges that stack on top of it.

Nobody in Gurgaon quotes you the price you actually pay.

The number on the brochure is the base rate. What lands in your bank statement is that rate, plus statutory duties fixed by law, plus a stack of builder charges that are negotiable in theory and rarely in practice.

The statutory half of this is knowable to the rupee before you sign anything. The builder half is where the surprises live. Here is both, separated cleanly, so you can tell which line items are law and which are just line items.

Part 1 · The statutory costs (fixed by law)

Rural Haryana rates are lower (5% / 3% / 4%). Registration is a flat slab, not a percentage — see the note below.

Registration fee is a slab, not 1%

A lot of articles say registration in Haryana is '1% of value, capped at ₹50,000'. The government's own schedule says otherwise — it is a flat slab that steps up with consideration: ₹20,000 on a ₹30–40 lakh property, ₹30,000 on ₹50–60 lakh, and ₹50,000 on anything above ₹90 lakh.

For nearly every Gurgaon flat, that means the registration fee is simply ₹50,000. There is also a small HARIS service charge of ₹200 on sale and conveyance deeds. The cap was raised to ₹50,000 from ₹15,000 by the Haryana cabinet in September 2018.

Worked example: a ₹2 crore ready-to-move flat, male buyer

That ₹14.5 lakh is the floor, and it assumes the flat is ready-to-move with an Occupancy Certificate. Buy the same flat under construction and 5% GST adds ₹10 lakh, taking the statutory bill to roughly ₹24.5 lakh — about 12.3% of the price. A female buyer on the same ready-to-move flat pays 5% stamp duty instead of 7%, saving ₹4 lakh.

The 1% TDS under Section 194-IA is not an extra cost to you — you withhold it from the seller and deposit it — but it is your legal obligation, it applies to the entire amount rather than just the excess over ₹50 lakh, and it rises to 20% if the seller has no PAN. Miss it and the liability is yours.

Two GST details that catch Gurgaon buyers

First: 'ready-to-move means no GST' is only true if the ENTIRE consideration is received after the Occupancy or Completion Certificate is issued. If the builder took a booking advance before the OC, GST applies to the transaction.

Second: the 1% affordable-housing GST rate is effectively unavailable in Gurgaon. The GST notification names Gurgaon explicitly as a metropolitan city, which caps affordable housing at 60 square metres of carpet area — and the ₹45 lakh gross-value test includes land value, preferential location charges, development charges and parking. Almost nothing in Gurgaon clears both bars.

Part 2 · The builder add-ons

These are not law. They are line items — and their size varies enormously between projects, which is exactly why you demand the itemised sheet.

EDC & IDC

External and Internal Development Charges, set by DTCP Haryana under the 1975 Act. Unrevised from 2015 until a 20% increase took effect on 1 January 2025, followed by a 10% rise every year after. Reported at roughly 7–8% of total project cost in Gurugram.

PLC — Preferential Location Charges

Levied for a park view, a corner unit, a particular facing. Critically, PLCs stack: a corner, park-facing unit on a preferred floor can attract three separate charges on the same flat.

Floor rise

A per-square-foot premium that climbs with the floor band. On older Gurgaon price lists it ran in bands of a few hundred rupees per square foot between the lower and upper floors.

IFMS

Interest-Free Maintenance Security — your money, held without interest. Once the society or RWA is formed, you claim it back from the RWA, not the builder.

Club membership & parking

Usually one-time charges quoted separately from the base rate. Parking in particular has its own legal history worth reading before you accept the charge.

Why we are not giving you a per-square-foot number for these

We looked. The published ranges for EDC and IDC in Gurugram differ by roughly five times between sources — one property portal quotes ₹450–750 per square foot, another quotes ₹50–200 for the same charges in the same city. IFMS is quoted three incompatible ways: as a one-time per-square-foot charge, as a much smaller one, and as a monthly rate.

Any article that hands you a confident single figure for these is guessing. The only number that matters is the one on the itemised cost sheet for your specific project — get it in writing, before you pay a booking amount, and add it up yourself.

Get these in writing before you pay anything

  • Base rate per square foot, and whether it is quoted on carpet or super area
  • EDC and IDC, stated as amounts, not percentages
  • Every PLC that applies to your specific unit, listed separately
  • Floor-rise charge for your floor
  • IFMS, club membership and parking, each as a line item
  • GST rate applied, and the project's OC/CC status
  • Stamp duty computed on the higher of circle rate and agreed price
  • The all-in total, signed by the builder

If they will not itemise it in writing, that is the answer to your question.

  • EDC/IDC set by DTCP Haryana under Section 3(3), Haryana Development and Regulation of Urban Areas Act 1975; 20% increase effective 1 January 2025 followed by 10% annually, per order dated 28 December 2024. EDC reported at roughly 7–8% of project cost in Gurugram: trade press, December 2024 and January 2026.
  • Per-square-foot ranges for EDC/IDC, IFMS, PLC and floor rise are reported inconsistently across property portals — differing by up to five times for the same charge — and are therefore deliberately not quoted here as figures.

Reading is the easy part. Trusting a listing is the hard part.
